Møholt suggested that fines may be insufficient to deter owners from operating with high-sulphur fuel. The highest fine in Denmark is USD60,000 for vessels operating in the special environmental control areas (SECA).

Many also believe enforcement of the global cap will be far more difficult due to the remoteness of some vessel operations.

Enforcing the regulation is the major concern, with the training of port state control officers and other enforcement agents necessary for the vessels operating on the major trade routes. But, Møholt asks, “Who will check the compliance of a ship operating between Africa and South America?”
